ગુનેગારોની માહિતી ડિજિટલાઇઝ કરવાનો પ્રયોગ
અમદાવાદઃ શહેરમાં ચેઈન સ્નેચીંગ, લૂંટ અને ધાડ જેવા મિલકતલક્ષી ગુનાઓમાં ગુનેગારો સુધી પહોંચવા માટે છેલ્લા ૧૬ વર્ષમાં પકડાયેલા ૩૫ હજાર જેટલા આરોપીઓના ડેટા અમદાવાદ ક્રાઈમબ્રાન્ચે એકત્ર કરી 'પ્રોગ્રામ ફોર આઈડેન્ટીફિકેશન એન્ડ એરેસ્ટ ઓફ ક્રિમીનલ' (પીનાક) નામનો પ્રોગ્રામ બનાવ્યો છે. આ પ્રોગ્રામ શહેરના તમામ ૪૧ પોલીસ મથકોના પી.સી.માં ફિટ કરવામાં આવશે. સૂત્રોના જણાવ્યા
અનુસાર ક્રાઈમબ્રાન્ચે પીનાક નામનો એક પ્રોગ્રામ તૈયાર કર્યો છે. જેમાં ચેઈન સ્નેચીંગ, ઘરફોડ, ધાડ અને લૂંટ જેવા મિલકતલક્ષી ગુનામાં વર્ષ ૧૯૯૬થી ૨૦૧૨ સુધીમાં પકડાયેલા ૩૫ હજાર ગુનેગારોની ગુનાહિત કુંડળી મૂકવામાં આવી છે તેમજ દર મહિને નવા પકડાતા ગુનેગારોના ડેટા અપલોડ કરવામાં આવશે. આ સોફ્ટવેર દિલીપ ઠાકોર નામના કોન્સ્ટેબલે બનાવ્યું છે. આ પ્રોગ્રામ પોલીસ મથકના પીસીમાં
નાખ્યા બાદ પોલીસ અધિકારી તેને ફક્ત સર્ચ કરીને ગુનેગારની કુંડળીની પ્રિન્ટઆઉટ જ કાઢી શકશે. જેના કારણે તેમાં ચેડા થવાની શક્યતા નહીંવત છે. ક્રાઈમબ્રાન્ચના અધિકારીએ જણાવ્યું હતું કે, મિલકતલક્ષી ગુનામાં ફરિયાદી ગુનો નોંધાવા જાય ત્યારે આ સોફ્ટવેરની મદદથી પોલીસ ગુનેગારની ઓળખ કરી તેને ઝડપથી પકડી શકશે. આ પ્રોગ્રામ અમદાવાદ ઉપરાંત રાજ્યના અન્ય પોલીસ મથક દ્વારા માંગવામાં

વગર ગૂગલ સર્ચ કરી શકાય છે. ઇન્ટરનેટનો ઉપયોગ કર્યા વગર ગૂગલ સર્ચની ખાસ
ટ્રિક છે. તેના માટે તમારી પાસે બસ એક મોબાઇલ ફોન હોવો જોઇએ. હવે તમે
વિચારતા હશો કે મોબાઇલ ફોનમાં ઇન્ટરનેટ હોવાની વાત અમે કરીશું. ઇન્ટરનેટ
વગર ઇન્ટરનેટનો ઉપયોગ કરવો ઇન્ટરનેટ વગરની ટ્રેન ટિકિટ બુકિંગ કરાવા બરાબર
છે. તમને યાદ હશે કે જ્યારે તમે ટ્રેન ટિકિટનો પીએનઆર કે પછી બુકિંગ અંગે
જાણવા માંગો છો તો
તમારે તેના માટે એસએમએસ મોકલવો પડે છે. કઇક આવો જ એસએમએસ કરવો પડશે તમારે
ગૂગલ સર્ચ માટે પણ. ગૂગલ સર્ચ માટે તમારે ફોનમાંથી 09-77-33-00000 નંબર પર
એક એસએમએસ કરવો પડશે. ઉદાહરણ તરીકે, જો તમારે તમારા શહેરના મેડિકલ સ્ટોર
અને હોટલ અંગે જાણવું છે તો મેસેજમાં જઇને જગ્યાના નામની સાથે મેડિકલ સ્ટોર
સર્ચ લખો. પછી આ મેસેજને 09-77-33-010000 નંબર પર મોકલી દો. મેસેજ સેન્ડ
કર્યા બાદ તમારા મોબાઇલમાં મેડિકલ
સ્ટોરનું લોકેશન અને મોબાઇલમાં સર્ચ કરવાની લિંક બંને આવી જશે. આ રીતે તમે
કઇ પણ સર્ચ કરી શકો છો. આ મેસેજ ચાર્જે બલ હોય શકે છે.

The daughter of the Sultan of Brunei, one of the world's wealthiest
men, wed groom Pengiran Haji Muhammad Ruzaini today in a dazzling
ceremony at the monarch's 1,700-room palace.
Princess
Hajah Hafizah Sururul Bolkiah, 32, the fifth child of the Sultan and
his wife, Queen Saleha, and her groom Pengiran Haji Muhammad Ruzaini,
29, exchanged their vows this afternoon in front of scores of gathered
family and friends, royals and international dignitaries.
Both
the bride and groom work in Governmental roles as employees of the
Sultan of Brunei, with Hafizah, who has a degree in business
administration, working as an officer in the finance ministry, and
Ruzaini a civil servant in the Prime Minister's office.

the couple, but the monarchy will forgo a traditional public procession
through the capital in the royal family's gilded Rolls Royce.
Such
weddings are typically a rare source of excitement in Brunei, which is
known for its slow pace of life and lack of nightlife.
The
wedding of Crown Prince Al-Muhtadee Billah in 2004 attracted large
crowds in the capital, Bandar Seri Begawan, and a guest list of over
2,000 people including members of the royal families of Japan, Jordan,

ગુજરાતનો પાઇપલાઇનથી રાંધણ ગેસ આપવાનો ન્યાયી હક્ક મંજૂર થાય તો ગુજરાત
ત્રીસ લાખ રસોઇ ગેસ કનેકશનો આપી શકે અને તેમ થતાં વર્ષે સાડાત્રણ કરોડ
ગેસ સિલીન્ડરોની બચત ગુજરાત કરી શકે એમ છે
મુખ્ય મંત્રી શ્રી નરેન્દ્રભાઈ મોદીએ કેન્દ્રની કોંગ્રેસ સરકારની
રાંધણગેસના સિલિન્ડરોના વપરાશ ઉપર નિયંત્રણો મુકીને કરોડો ગૃહિણીઓની
પરેશાની વધારવાની સાથોસાથ એલ.પી.જી. ગેસ સિલીન્ડરો કરતા વધુ સસ્તા ભાવે
ગેસ મળે તે માટે ગુજરાત દેશમાં એકમાત્ર રાજ્ય છે કે જે રાજ્યમાં રર૦૦
કિ.મી.ની ગેસગ્રીડની પાઇપલાઇનનું નેટવર્ક ઉભું કર્યું છે ત્યારે ગેસની
પાઇપલાઇન નાંખવા અને આ પાઇપલાઇનથી ગેસનું વિતરણ કરવાનો રાજ્ય સરકારનો બે
વર્ષથી અધિકાર છીનવી લેવાના કેન્દ્ર સરકારના અન્યાયકારી વલણની
આક્રોશપૂર્વક આકરી ટીકા કરી છે.
શ્રી નરેન્દ્રભાઈ મોદીએ આજે વિવેકાનંદ યુવા વિકાસ યાત્રામાં કેન્દ્ર
સરકારની જનહિત વિરોધી રાંધણ ગેસની નીતિ સામે વિરોધ નોંધાવતાં જણાવ્યું
કે, એક બાજુ ભારત સરકાર જનતાને રસોઇના ગેસના સીલીન્ડરો આપવાની ત્રેવડ
ધરાવતી નથી અને ગેસના સીલીન્ડરોનું રેશન-નિયંત્રણ કરીને ગૃહિણીઓને
કાળાબજારમાંથી મોંધા ભાવે રાંધણગેસના સિલીન્ડરો ખરીદવા ફરજ પાડે છે. આની
સામે આખા દેશમાં એકમાત્ર ગુજરાત સરકારે રૂ. પ૦૦૦ કરોડ ખર્ચીને રર૦૦
કિ.મી.ની હાઇપ્રેશર ગેસ લાઇન અને બીજી રૂ. પ૦૦૦ કરોડના ખર્ચે ૮,૦૦૦
કિ.મી.ની લોપ્રેસર વિતરણ પાઇપલાઇન નાંખીને સરકારી અને ખાનગી કંપનીઓની
ભાગીદારીથી ૧૦ લાખ જેટલા એલ.પી.જી. રસોઇ ગેસના ધરોના કનેકશનો નાખ્યા છે
જેની પાછળ પણ રૂ. ૧૦૦૦ કરોડનો ખર્ચ થયેલો છે.
આમ આ ગેસગ્રીડ હાલ ૩પ૦ જેટલા ગામો અને શહેરોમાં રાંધણગેસ કેન્દ્રના
સિલીન્ડર ગેસ કરતાં સસ્તા ભાવે આપે છે. કેન્દ્ર સરકાર તો રસોઇ ગેસ
સિલીન્ડર પાછળ સબસીડી આપે છે તેને ગણતરીમાં લેતાં ગુજરાત સરકારે રાજ્યના
૧૮ જિલ્લાઓમાંથી જે ગેસગ્રીડ પસાર થાય છે તે અન્વયે પાઇપલાઇનથી અપાતા
રસોઇ ગેસના કારણે કેન્દ્રની રસોઇ ગેસ સિલીન્ડરોની જે સબસીડીની બચત
ગુજરાત કરે છે તે રકમ વર્ષે રૂ. ૬૦૦ કરોડ થવા જાય છે.
આમ છતાં, ગુજરાતમાં ભાજપાની સરકાર હોવાની રાજકીય વેરવૃત્તિથી કેન્દ્ર
સરકારે છેલ્લા બે વર્ષથી ગુજરાતનો ડિસ્ટ્રીબ્યુશન પાઇપલાઇનો નાંખવાનો
અધિકાર છીનવી લીધો છે. આ અન્યાય સામે રાજ્ય સરકારને ન્યાયિક આશરો લેવો
પડયો છે. જો ભારત સરકાર ગુજરાત સરકારનો ગેસની પાઇપલાઇનો નાંખવાનો અધિકાર
માન્ય રાખે તો ગુજરાત આવતા ત્રણ થી પાંચ વર્ષમાં રાજ્યમાં ૩૦ લાખ રસોઇ
ગેસ કનેકશનો પાઇપલાઇનો મારફતે આપી શકાય એવી ક્ષમતા ધરાવતું નેટવર્ક
ગુજરાત સરકાર પાસે છે. આ ગણતરી ધ્યાનમાં લેતા એકલું ગુજરાત દર મહિને ૩૦
લાખ ગેસના સિલીન્ડરોની બચત કરી શકે એટલે કે વર્ષે સાડા ત્રણ કરોડ ગેસ
સિલીન્ડરોનો વપરાશ એકલા ગુજરાતમાં જ ધટી શકે જેની સબસીડીનો અબજો રૂપિયાની

કોંગ્રેસ સરકાર ગુજરાતને ધરાર અન્યાય કરવાની રાજકીય પેંતરાબાજીમાં જનતાના
નાણાંનો દુર્વ્યય થાય તો ભલે પણ ગુજરાતને પરેશાન કરવાની વિકૃત માનસિકતા
ધરાવે છે એનું આ જીવંત દ્રષ્ટાંત છે, એમ શ્રી નરેન્દ્રભાઈ મોદીએ જણાવ્યું
હતું.
હકીકતો સાથે પર્દાફાશ કરતા મુખ્ય મંત્રીશ્રી
રાંધણગેસના સિલીન્ડરોના વપરાશના નિયંત્રણો અને ગુજરાતના પાઇપલાઇનથી રાંધણ
ગેસ આપવાના ગેસ ગ્રીડના વિતરણના અધિકારો છીનવી લેવાના ભારત સરકારના
અન્યાયકારી વલણ સામે આક્રોશ વ્યકત કરતા શ્રી નરેન્દ્રભાઈ મોદી
ગુજરાત આજે પણ રાંધણગેસના પાઇપલાઇન કનેકશનોથી કેન્દ્રની ગેસ સિલીન્ડરો
ઉપરની સબસીડીમાં રૂ. ૬૦૦ કરોડની બચત કરી આપે છે
ગુજરાતમાં પાઇપલાઇનથી ગેસ ડિસ્ટ્રીબ્યુશન નાંખવાનો રાજ્યનો અધિકાર બે
વર્ષથી છીનવી લીધો
ગુજરાતે રર૦૦ કિ.મી. ગેસગ્રીડ અને ૮૦૦૦ કિ.મી. ગેસ ડિસ્ટ્રીબ્યુશન લો
પ્રેસર પાઇપલાઇન નેટવર્ક પાછળ રૂ. ૧૧,૦૦૦ કરોડનો ખર્ચ કરેલો છે
ગુજરાતનો પાઇપલાઇનથી રાંધણ ગેસ આપવાનો ન્યાયી હક્ક મંજૂર થાય તો ગુજરાત
ત્રીસ લાખ રસોઇ ગેસ કનેકશનો આપી શકે અને તેમ થતાં વર્ષે સાડાત્રણ કરોડ
ગેસ સિલીન્ડરોની બચત ગુજરાત કરી શકે એમ છે
મુખ્ય મંત્રી શ્રી નરેન્દ્રભાઈ મોદીએ કેન્દ્રની કોંગ્રેસ સરકારની
રાંધણગેસના સિલિન્ડરોના વપરાશ ઉપર નિયંત્રણો મુકીને કરોડો ગૃહિણીઓની
પરેશાની વધારવાની સાથોસાથ એલ.પી.જી. ગેસ સિલીન્ડરો કરતા વધુ સસ્તા ભાવે
ગેસ મળે તે માટે ગુજરાત દેશમાં એકમાત્ર રાજ્ય છે કે જે રાજ્યમાં રર૦૦
કિ.મી.ની ગેસગ્રીડની પાઇપલાઇનનું નેટવર્ક ઉભું કર્યું છે ત્યારે ગેસની
પાઇપલાઇન નાંખવા અને આ પાઇપલાઇનથી ગેસનું વિતરણ કરવાનો રાજ્ય સરકારનો બે
વર્ષથી અધિકાર છીનવી લેવાના કેન્દ્ર સરકારના અન્યાયકારી વલણની
આક્રોશપૂર્વક આકરી ટીકા કરી છે.
શ્રી નરેન્દ્રભાઈ મોદીએ આજે વિવેકાનંદ યુવા વિકાસ યાત્રામાં કેન્દ્ર
સરકારની જનહિત વિરોધી રાંધણ ગેસની નીતિ સામે વિરોધ નોંધાવતાં જણાવ્યું
કે, એક બાજુ ભારત સરકાર જનતાને રસોઇના ગેસના સીલીન્ડરો આપવાની ત્રેવડ
ધરાવતી નથી અને ગેસના સીલીન્ડરોનું રેશન-નિયંત્રણ કરીને ગૃહિણીઓને
કાળાબજારમાંથી મોંધા ભાવે રાંધણગેસના સિલીન્ડરો ખરીદવા ફરજ પાડે છે. આની
સામે આખા દેશમાં એકમાત્ર ગુજરાત સરકારે રૂ. પ૦૦૦ કરોડ ખર્ચીને રર૦૦
કિ.મી.ની હાઇપ્રેશર ગેસ લાઇન અને બીજી રૂ. પ૦૦૦ કરોડના ખર્ચે ૮,૦૦૦
કિ.મી.ની લોપ્રેસર વિતરણ પાઇપલાઇન નાંખીને સરકારી અને ખાનગી કંપનીઓની
ભાગીદારીથી ૧૦ લાખ જેટલા એલ.પી.જી. રસોઇ ગેસના ધરોના કનેકશનો નાખ્યા છે
જેની પાછળ પણ રૂ. ૧૦૦૦ કરોડનો ખર્ચ થયેલો છે.
આમ આ ગેસગ્રીડ હાલ ૩પ૦ જેટલા ગામો અને શહેરોમાં રાંધણગેસ કેન્દ્રના
સિલીન્ડર ગેસ કરતાં સસ્તા ભાવે આપે છે. કેન્દ્ર સરકાર તો રસોઇ ગેસ
સિલીન્ડર પાછળ સબસીડી આપે છે તેને ગણતરીમાં લેતાં ગુજરાત સરકારે રાજ્યના
૧૮ જિલ્લાઓમાંથી જે ગેસગ્રીડ પસાર થાય છે તે અન્વયે પાઇપલાઇનથી અપાતા
રસોઇ ગેસના કારણે કેન્દ્રની રસોઇ ગેસ સિલીન્ડરોની જે સબસીડીની બચત
ગુજરાત કરે છે તે રકમ વર્ષે રૂ. ૬૦૦ કરોડ થવા જાય છે.
આમ છતાં, ગુજરાતમાં ભાજપાની સરકાર હોવાની રાજકીય વેરવૃત્તિથી કેન્દ્ર
સરકારે છેલ્લા બે વર્ષથી ગુજરાતનો ડિસ્ટ્રીબ્યુશન પાઇપલાઇનો નાંખવાનો
અધિકાર છીનવી લીધો છે. આ અન્યાય સામે રાજ્ય સરકારને ન્યાયિક આશરો લેવો
પડયો છે. જો ભારત સરકાર ગુજરાત સરકારનો ગેસની પાઇપલાઇનો નાંખવાનો અધિકાર
માન્ય રાખે તો ગુજરાત આવતા ત્રણ થી પાંચ વર્ષમાં રાજ્યમાં ૩૦ લાખ રસોઇ
ગેસ કનેકશનો પાઇપલાઇનો મારફતે આપી શકાય એવી ક્ષમતા ધરાવતું નેટવર્ક
ગુજરાત સરકાર પાસે છે. આ ગણતરી ધ્યાનમાં લેતા એકલું ગુજરાત દર મહિને ૩૦
લાખ ગેસના સિલીન્ડરોની બચત કરી શકે એટલે કે વર્ષે સાડા ત્રણ કરોડ ગેસ
સિલીન્ડરોનો વપરાશ એકલા ગુજરાતમાં જ ધટી શકે જેની સબસીડીનો અબજો રૂપિયાની
