ગત દિવસોમાં કેદારનાથની ગોઝારી કુદરતી હોનારતના સાક્ષી અનેક દાહોદવાસીઓ પણ બન્યા હતા જે  પૈકીના મોઢીયા સમાજના અને વૈષ્ણવ સમાજના લોકો તો હેમખેમ દાહોદ ખાતે પરત આવી જવા પામ્યા હતા પરંતુ દાહોદથી બદ્રીનાથની યાત્રાએ ગયેલા જૈન સમાજના 21 પૈકીના 17 લોકો હિમાલયની તળેટીમાં જ અટવાયેલા હતા.(આ ગ્રુપના અન્ય 4 જૈનો અગાઉ પરત આવી ચુક્યા છે.) આટઆટલાં દિવસ લાગી અનેકવિધ વિટંબણાઓ વેઠતાંય  ઈશ્વરની અમીદ્રષ્ટિ થકી સતત હુંફ પામતા રહ્યા અને છેલ્લે દાહોદના સાંસદ શ્રીમતી ડૉ. પ્રભાબેન તાવિયાડ અને અન્ય અગ્રણીઓના અનન્ય સહકાર થકી જ દાહોદ પરત આવવું સરળ બન્યું છે તેવું કહેતા આ યાત્રાળુઓ અને તેમના પરિવારજનોની આંખ ભીંજાઈ જવા પામી હતી. આજે તા:2-07-2013 ના રોજ સવારે જમ્મુતાવી એક્ષપ્રેસ દ્વારા દાહોદ રેલ્વે સ્ટેશને તમામ સમાજના લોકો અને દાહોદના ધારાસભ્ય સહિત રાજકારણમાં સક્રિય એવા અગ્રણીઓએ કેદારનાથ હોનારતના યુધ્ધમાંથી હેમખેમ પરત આવેલ જૈન યાત્રાળુઓનું સ્વાગત  કર્યું હતું. આવો, તેમના આગમનની તસ્વીરો નિહાળીએ.

કોલેજ વિદ્યાર્થીઓ પાસેથી અસલ પ્રમાણપત્રો કબજામાં લઇ શકે નહીં

રાજકોટ : ડીગ્રી-ઇજનેરી કોલેજમાં પ્રવેશ મેળવતા વિદ્યાર્થીઓ માટે ધ એડ્મીશન કમિટી ફોર પ્રોફેશનલ્સ કોર્સીસ (એસીપીસી)ની ગાઇડલાઇન અનુસાર કોલેજ વિદ્યાર્થીઓ પાસેથી અસલ ડોક્યુમેન્ટ કબજામાં લઇ શકતી ન હોઇ, તેમ છતાં આ પ્રકારના કેટલાક નિયમોનું છડેચોક ઉલ્લંઘન થઇ રહ્યું હોવાની ફરિયાદો ઉઠી રહી છે. ડીગ્રી ઇજનેરી કોલેજમાં પ્રવેશ માટે એસીપીસીએ જાહેર કરેલી માહિતી પૂસ્તીકામાં જે નિયમો-શરતો દર્શાવ્યા છે તે મુજબ કોઇ વિદ્યાર્થીએ સંસ્થામાં ઓરીજનલ ડોક્યુમેન્ટ જમાં કરાવવાની જરુર નથી. આ પુસ્તીકાનાં પાના નં.૩૮માં પાંચમાં ફકરામં જણાવાયું છે કે, સંસ્થા ખાતે ઉમેદવારે અસ્સલ પ્રમાણપત્રો રજૂ કરવાના રહેશે નહીં. પાના નં.૪૨માં પહેલા ફકરામાં તેવું પણ જણાવાયું છે કે, કોઇ પણ સંસ્થા કોઇ પણ સંજોગોમાં ઉમેદવારોનાં અસ્સલ શૈક્ષણિક પ્રમાણપત્રો પોતાના કબજામાં લઇ શકશે નહીં. દરમિયાન પાના નં.૩૮માં પાંચમાં ફકરામાં તેવી પણ નોંધ કરવામાં આવી છે કે, જ્યાં સુધી સંપૂર્ણ પ્રવેશ પ્રક્રિયા પૂર્ણ ન થાય ત્યાં સુધી ઉમેદવારે સંસ્થા ખાતે કોઇ પણ ફી ભરવાની રહેશે નહીં. આ પુસ્તીકામાં પાના નં.૪૨માં જણાવાયું છે કે, પાકી પહોંચ મેળવ્યા સિવાય સંશ્તા સ્તરે કોઇ પણ પ્રકારનો નાણાકીય વ્યવહાર કરવો નહીં. વ્યાવસાયિક ટેક્નિકલ સંસ્થાઓમાં ડોનેશન કેપિટેશન ફી વિગેરે વસુલવા નિષેધ છે.

મુખ્‍યમંત્રી શ્રી નરેન્‍દ્રભાઇ મોદીએ અમદાવાદમાં ચાર્ટર્ડ એકાન્‍ટન્‍ટ (સી.એ.)નો અભ્‍યાસ કરતાં ભારતભરના 3500 સી.એ. સ્‍ટુડન્‍ટના રાષ્‍ટ્રિય સંમેલનને સંબોધતા જણાવ્‍યું હતું કે, રાષ્‍ટ્રની અર્થ શકિતને મજબૂત બનાવવા માટે સી.એ. પોતાની વ્‍યવસાયિક કુશળતાથી યોગદાન આપે. ''દેશ અને સમાજની સ્‍વસ્‍થ અર્થવ્‍યવસ્‍થાને ટકાવી રાખવાનું સામર્થ્‍ય સી.એ. પ્રોફેશનલમાં જ છે'' એમ તેમણે જણાવ્‍યું હતું. ઇન્‍સ્‍ટિટયૂટ ઓફ ચાર્ટર્ડ એકાન્‍ટન્‍ટ ઓફ ઇન્‍ડિયા (ત્‍ઘ્‍ખ્‍ત્‍) ના ઉપક્રમે અમદાવાદ ચેપ્‍ટરની સ્‍વર્ણિમજયંતીના અવસરે નેશનલ કન્‍વેન્‍શન ઓફ સી.એ. સ્‍ટુડન્‍ટનું અમદાવાદમાં આયોજન થયું હતું. અગાઉ ત્‍ઘ્‍ખ્‍ત્‍ ની સ્‍વર્ણિમ જયંતિ વખતે પણ શ્રી નરેન્‍દ્રભાઇ મોદી મુખ્‍ય મહેમાન તરીકે ઉપસ્‍થિત રહ્યા હતા. ત્‍ઘ્‍ખ્‍ત્‍ નો મંત્ર યા એષઃ સુપ્‍તેષુ જાગતિ (જ્‍યાં બધા સૂતેલા છે તેમાં જે જાગે છે તે) નો ઉલ્લેખ કરતાં શ્રી નરેન્‍દ્રભાઇ મોદીએ જણાવ્‍યું કે સી.એ.નો વ્‍યવસાય-પ્રોફેશન એવો છે જે સમાજની આર્થિક વ્‍યવસ્‍થા અને સ્‍વાસ્‍થ્‍યની ચિંતા કરનારો છે. સી.એ. પ્રોફેશનલ્‍સનું દાયિત્‍વ કોઇ તબીબ કરતાં ઓછું નથી. શરીરમાં સડી ગયેલાં અંગનું વાઢ-કાપ કરનારા તબીબો દર્દીના સ્‍વાસ્‍થ્‍યની રક્ષા કરીને તારણહાર બને છે પરંતુ સમાજમાં કલાયન્‍ટના ઓડિટ માટે જે સી.એ. કાર્ય કરે છે તેનું મહત્‍વ નથી, પણ તેની તાકાત અનોખી છે. આજે દેશમાં કાળાનાણાંના દુષણે સમાતંર અર્થતંત્ર ઉભૂ કરીને તેના ઉપર કોઇનું નિયંત્રણ ના રહે તેવું નાસૂર બનાવી દીધું છે એવી ચેતવણી આપતા મુખ્‍યમંત્રીશ્રીએ જણાવ્‍યું કે કાળાનાણાને રોકવા માટેનો એક જ સાચો ચોકીદાર છે - સી.એ. પ્રોફેશનલ. કાળા નાણાની મૂળમાં જઇને પૂરા વ્‍યવસાયી કૌશલ્‍યથી નવા કાળા નાણાના સર્જનને જરૂર રોકી શકાય તે માટેનું દાયિત્‍વ સી.એ. પ્રોફેશનલો નિભાવે તેવું આહ્‌વાન તેમણે કર્યું હતું. ગુજરાતનો વિકાસ સાચા રસ્‍તે ચાલી રહ્યો છે અને તેથી જ વિકાસની મંઝીલ સામે આવી જાય છે એમ ગુજરાતના સુચારૂ અર્થતંત્રના વ્‍યવસ્‍થાપનની સિધ્‍ધિઓના સંદર્ભમાં મુખ્‍યમંત્રીશ્રીએ જણાવ્‍યું હતું. યુવાનોને આહ્‌વાન આપતા તેમણે જણાવ્‍યું કે ''કંઇ બનવાનું સપનું રાખશો નહીં, જીવનમાં કંઇક કરવાનું સપનું જગાવજો''. ગુજરાત અને ભારતની વર્તમાન સરકારોની આર્થિક સ્‍થિતિની તુલના કરતા મુખ્‍યમંત્રીશ્રીએ જણાવ્‍યું કે કેન્‍દ્ર સરકારનો બિનવિકાસ ખર્ચ 67 ટકા છે માત્ર 33 ટકા જ દેશના વિકાસ પાછળ ખર્ચાય છે. જો આ જ સ્‍થિતિ હોય તો નૌજવાનોને રોજગારી, ગરીબોને પેટની પીડા માટે અનાજ અને માળખાકીય સુવિધાનો વિકાસ કઇ રીતે થાય એવો વેધક સવાલ તમેણે ઉઠાવ્‍યો હતો. ગુજરાતમાં અર્થતંત્રના સશકત વ્‍યવસ્‍થાપનના આખા દાયકાનો ઉલ્લેખ કરી તેમણે જણાવ્‍યું કે ગુજરાતમાં 65 થી 70 ટકા નાણાં વિકાસ-ખર્ચમાં થાય છે. મૂડી રોકાણ કરનારા માટે સી.એ.ના ઓડિટરૂપે કંપનીના બેલેન્‍સશીટનું મહત્‍વ જીંદગીનું છે. ગરીબ માનવીની પરસેવાની કમાણીનું રોકાણ સાચુ છે તેવો ભારોસો સી.એ. ઉપર જ હોય છે તેમ તેમણે જણાવ્‍યું હતું.

સમાજના ગરીબ માનવીના અર્થ વ્‍યવસ્‍થાપનનો ભરોસો સી.એ. ઉપર હોય ત્‍યારે સી.એ.ના પ્રોફેશનનો પ્રભાવ સમાજ ઉપર કેવી રીતે વિસ્‍તરે તેનું મંથન કરવાની હિમાયત તેમણે કરી હતી. કોર્પોરેટ ઓડિટ સેકટરના દાયરામાંથી બહાર નીકળીને સમાજ માટે સી.એ.નું દાયિત્‍વ કેટલું મહત્‍વનું છે તેની સમાજ અને સામાન્‍ય માનવીને અનુભૂતિ કરાવવા તેમણે અનુરોધ કર્યો હતો. સમાજ અને દેશમાં ફાઇવસ્‍ટાર એકટીવિસ્‍ટ-એનજીઓની ફાઇનાન્‍સીયલ વ્‍યવસ્‍થાનું ઓડિટ સમાજહિત માટે કરવાની જરૂર ઉપર તેમણે ભાર મૂકયો હતો. સમાજ સેવા સંગઠનો સાર્વજનિક જીવનની સૂચિતા જાળવે તે માટે એન.જી.ઓ.ના ઓડિટને ગંભીરતમ ધોરણે કરવા તેમણે સૂચવ્‍યું હતું. ગુજરાતની પ્રગતિની ગતિ અને તાકાત કેટલી ઉંચી છે તેના દ્રષ્‍ટાંત આપતા શ્રી નરેન્‍દ્રભાઇ મોદીએ જણાવ્‍યું કે 1960થી 2000 સુધીના 40 વર્ષમાં ગુજરાતમાં વિકાસ ખર્ચ 55000 કરોડ થયેલ જ્‍યારે છેલ્લા દશ વર્ષમાં બે પંચવર્ષીય યોજનામાં વિકાસ ખર્ચ રૂા.1.75 લાખ કરોડની હરણફાળ ઉપર પહોંચી ગયો હતો. ગુજરાતમાં 11મી પંચ વર્ષીય યોજના સુધીમાં કુલ જોગવાઇ રૂા.2.30 લાખ કરોડ હતી જ્‍યારે એકલી 12મી  પંચવર્ષીય યોજના રૂા.2.51 લાખ કરોડ ઉપર પહોંચી ગઇ છે એમ તેમણે જણાવ્‍યું હતું.

સી.એ.ના પ્રોફેશનલ ઓડિટમાં હવે ટેકનોલોજીના પ્રભાવથી ફોરેન્‍સિક સાયન્‍સ યુનિવર્સિટી દ્વારા ફોરેન્‍સીક ઓડિટની દિશા પણ ખૂલી છે એમ તેમણે જણાવ્‍યું હતું.

આ પ્રસંગે ઇન્‍સ્‍ટિટૂટ ઓફ ચાર્ટર્ડ એકાન્‍ઉટ્‍સ ઓફ ઇન્‍ડિયાના પ્રેસિડેન્‍ટ સુબોધકુમાર અગ્રવાલ, અમદાવાદ બ્રાન્‍ચના ચેરમેન પુરૂષોત્તમ ખંડેલવાલ, ત્‍ઘ્‍ખ્‍ત્‍ ના કે.રઘુ, બોર્ડ ઓફ સ્‍ટડીઝના ચેરમેન વિજય ગર્ગ, વેસ્‍ટર્ન ઇન્‍ડિયા સી.એ. સ્‍ટુડન્‍ટ એસોસીએશનના ચેરમેન સુધોધ કેડીયા, અમદાવાદ બ્રાન્‍ચના વાઇસ ચેરમેન શ્રી અનિકેત તલાટી, અમદાવાદ બ્રાન્‍ચના સેક્રેટરી શ્રી અમરીશ પટેલ, વેસ્‍ટર્ન ઇન્‍ડિયા સ્‍ટુડન્‍ટ એસોસિએશનના વાઇસ ચેરમેન શ્રી અંકિત કોટેચા સહિત સી.એ.ના વિદ્યાર્થીઓ મોટી સંખ્‍યામાં ઉપસ્‍થિત રહ્યા હતા.

મુંબઇ તા.ર૯ : ભારતીય રિઝર્વ બેંકના પ્રિન્‍સીપલ ચીફ જનરલ મેનેજર બી.પી.વિજયેન્‍દ્રએ તા.ર૭ના રોજ બહાર પાડેલા પરિપત્રમાં જણાવ્‍યુ છે કે, બેંક કાઉન્‍ટર પર આવતી નકલી નોટના બદલામાં ગ્રાહકને સંપુર્ણ રકમ મળશે. આમ આદમીના ખિસ્‍સામાં આવી જતી બનાવટી ચલણી નોટ માટે હવે તેણે નાણાકીય નુકસાન ભોગવવુ નહિ પડે. બનાવટી નોટના બદલામાં બેંકો સાચી નોટ આપી દેશે. બનાવટી ચલણી નોટો બારામાં રિઝર્વ બેન્‍કે નિયમો હળવા કરીને બેંકો માટે ખાસ પરિપત્ર ઇસ્‍યુ કર્યો છે. રિઝર્વ બેંક ઓફ ઇન્‍ડિયાએ બેંકોને ખાસ પરિપત્ર પહોંચાડયો છે. જેમાં એવી સુચના આપવામાં આવી છે કે બેંક ગ્રાહક તરફથી બનાવટી ચલણી નોટ આવે તો સ્‍વીકારી લેવી અને તેના બદલામાં સાચી નોટરૂપે મુળ રકમ પાછી આપવી. આના બદલામાં રિઝર્વ બેન્‍ક બનાવટી ચલણી નોટ પેટે સંબંધિત બેંકોને રપ ટકા રકમ પરત આપશે. જો કે આ સરળ નિયમનો લેભાગુ કે દેશદ્રોહી તત્‍વો દુરૂપયોગ ન કરે તે માટે બનાવટી નોટ પેશ થવાની પેટર્ન તથા ટ્રેન્‍ડની ચકાસણી કરવા અને રિઝર્વ બેંક તથા પોલીસનું ધ્‍યાન દોરવાની સુચના આપવામાં આવી છે. રિઝર્વ બેન્‍કે પરિપત્રમાં જણાવ્‍યુ છે કે બનાવટી ચલણી નોટની પરખ કે ચકાસણી બેંકની બેક ઓફિસ અથવા કરન્‍સી ચેસ્‍ટમાં કરીને તેમાં જમા કરાવવાની રહેશે. બેંકના કાઉન્‍ટર ઉપર પેશ થતી આવી નોટના સીરીયલ નંબર જેવા આંકડા તથા અન્‍ય ઉપણોની ચકાસણી કરવાની રહેશે અને ત્‍યારબાદ યોગ્‍ય-પુરી રકમ સંબંધિત બેંકે ગ્રાહકને પરત આપવાની રહેશે અથવા ખાતામાં જમા કરી દેવી પડશે. કાઉન્‍ટર પર અવાતી બનાવટી નોટ બેંકની બેક ઓફિસ કે કરન્‍સી ચેસ્‍ટને સોંપીને ઉંડાણપુર્વક ચકાસણી કરવા ઉપરાંત મશીન મારફત ચકાસણી કરવી પડશે. મશીન ચકાસણીમાં શંકાસ્‍પદ માલુમ પડતી નોટનું પછી પરિક્ષણ કરવાનું રહેશે. બનાવટી માલુમ પડેલી નોટ અલગ રાખીને રિઝર્વ બેન્‍ક અથવા પોલીસને જાણ કરવી પડશે. નોટ પેશ કરનારને લેખિત સ્‍વીકૃતિ આપવાની કોઇ જરૂર ન હોવાનું પણ પરિપત્રમાં સ્‍પષ્‍ટ કરવામાં આવ્‍યુ છે. અત્‍યાર સુધી નાણાકીય વ્‍યવહારમાં બનાવટી નોટ આવી જાય તો સંબંધિત વ્‍યકિતએ ભોગ બનવુ પડતુ હતુ. બેંકોમાં બનાવટી નોટ પકડાય તો તે જપ્‍ત કરી લેવાની અથવા ગ્રાહકને ફાડી નાખવાની સુચના આપવામાં આવતી હતી.
